Evidence-based community infrastructure planning

Developed with Government, for Government

We support evidence-based planning through community infrastructure needs assessments, spatial gap analysis, dynamic data tools and the development of integrated whole-of-organisation planning processes.

We have made it our business to understand the challenges that Government faces when planning, delivering and maintaining community infrastructure. From gap analysis to project prioritisation, asset renewal to shared governance of community hubs, we can help you.

Our approach has grown from sixteen years within Local Government in Australia and the UK and six years working alongside over 30 councils and other organisations through the Social Infrastructure Planners Network (now the Social Infrastructure Planning Special Interest Group).

Aligned with the latest ‘integrated service and facilities planning’ practices emerging in Victoria, SocioLogic seeks to bring together service planning and delivery, asset management and strategic planning under the common goal of delivering infrastructure to meet community needs.

We focus on:

  • building relationships between service providers, facility planners and asset managers

  • developing robust evidence of community need for infrastructure

  • providing our customers with tools, data and resources that builds their long-term capacity for community infrastructure planning

advice to local government

For several years, councils in Victoria have pioneered new approaches to planning for community services and facilities. As convener of the Social Infrastructure Planners Network, SocioLogic founder Raeph Cumming has been core to the development of these new ideas. SocioLogic now helps councils to build on the successes of others and develop solutions their own unique challenges. Read more…

spatial analysis

Real people don’t stop at council boundaries, so neither should community needs assessments. We take a strategic and highly spatial approach that comes from almost two decades of developing GIS-based analyses, tools, strategic plans and walkability assessments.

capacity & utilisation assessments

Some service providers have detailed participation data for services and booking records for facilities. Others have very little usage data. Whichever you are, we have tools and techniques that enable you to measure the current capacity and utilisation of your infrastructure.

community INFRASTRUCTURE needs assessment

A genuine understanding of communities’ need for infrastructure requires more than simple population multipliers. Our needs assessments create a rich understanding of existing infrastructure and its ability to meet the demands of population growth and demographic change. We look not only at the quantity of infrastructure that is needed but also its location, capacity, usage, and walkability / transport accessibility. Read more…

functionality / fitness for purpose assessments

Building condition audits are essential, but they don’t tell you whether facilities meet the needs of services and users. Our fitness for purpose assessments are now being used by several Victorian councils and are continually evolving. We recommend fitness for purpose assessments as a relatively simple but highly effective way to develop a rich understanding of existing infrastructure. Read more…

walkability and Accessible neighbourhoods

While the concept of ‘20-minute neighbourhoods’ is sound, Government is not yet armed with the data and tools to measure and map them in practice. We think we have the solution; a GIS and database-driven system that enables users to define and map ‘accessible neighbourhoods’. Each neighbourhood may be different, comprising the services, facilities and land uses most relevant to the communities they serve. And it isn’t just about walking; we enable users to measure accessibility by public transport, cycling and private vehicle.

CASIMO: dynamic and data-driven

Our CASIMO community and social infrastructure modelling tool is now used by several Victorian councils to audit their community infrastructure and perform a range of community infrastructure gap analyses.
